The project involved the surface and subsurface delineation of petroleum-contaminated soils resulting from a 3,000-gallon #2 fuel oil release from an emergency generator and aboveground storage tank system. The work included the excavation, transportation, and disposal of approximately 8,000 tons of petroleum-contaminated soils.

Additional tasks performed included survey control, test pitting and sampling, on-site soils testing laboratory, characterization/profiling, and manifesting of various waste streams. Other site activities encompassed backfilling/compaction of fill materials, construction and maintenance of access/haul roads, clearing/grubbing, grading, installation and maintenance of erosion control measures, and site restoration activities. Restoration work included topsoil placement, slope stabilization with erosion matting, mulching, and seeding of all impacted areas.

A Corrective Action Plan (CAP) was implemented, using hydrogen peroxide/ozone injection to treat the remaining contamination beneath the existing AST and generator concrete pads. After two months of system operation, soil samples collected below the tank pad met the NCDEQ regulatory standards. Groundwater samples from nearby monitoring wells also met the standards. As a result, the DEQ issued a No Further Action (NFA) requirement for the site.
