Public Engagement & Communications Strategy
The Atmos Compliance Team, in partnership with CGL Companies (Architectural
Program Consultant), was contracted as the local communication lead for the
Washington, D.C. Correctional Treatment Facility (CTF) Annex project. Working
alongside the D.C. Department of General Services (DGS) and the Department of
Corrections (DOC), our team developed and continues to implement a strategic
communications and public engagement plan to ensure transparency, stakeholder
involvement, and meaningful community input throughout the project’s
development.
Comprehensive Stakeholder Engagement
Atmos designed a targeted outreach strategy to engage key stakeholders, including:

  • DOC, DGS, and facility staff
  • DOC facility residents and their families
  • The Mayor’s Office and city agencies
  • Advisory Neighborhood Commissions (ANCs) – Wards 6 & 7, Hill East
  • Design and construction teams
  • Justice reform advocacy groups and community organizations

To support outreach efforts, the team launched and continues to manage the project
website (newcorrectionalfacility.dc.gov), which serves as a centralized resource for
project updates, community meetings, and engagement opportunities.

Community Outreach & Engagement Initiatives
To foster public participation, the project team has implemented the following:

  • Public Information Sessions & Advocacy Meetings – Facilitating discussions
    between stakeholders and project leaders.
  • Stakeholder Surveys & Needs Assessments – Gathering direct input from key
    groups to shape facility programming and services.
  • Design & Development of Outreach Materials – Creating fact sheets,
    posters, information cards, press releases, presentations, and the project
    website to ensure clear and accessible communication.

Stakeholder-Led Input: Surveys & Findings

To ensure that the CTF Annex reflects the needs of those most impacted, the team
conducted multiple targeted surveys to gather valuable insights:

  • Resident Survey – Collected input from facility residents on facility conditions,
    programming, and reentry support.
  • Staff Survey – Captured feedback from correctional staff regarding workflow
    efficiency, operational challenges, and facility needs.
  • Advocacy Group Survey – Collected input from justice reform organizations
    and stakeholders to identify key priorities for facility design, programming, and
    services that support rehabilitation and successful reintegration.

Findings from these surveys are being utilized to inform the design and operational
planning of the CTF Annex, ensuring a facility that serves the needs of residents, staff,
and the broader community.
