Atmos was contracted by Gilbane Residential Construction, LLC to oversee compliance closeout, on their construction project for MDL Flats situated at 1550 1st Street SW. The Atmos Compliance Team provided implementation, monitoring, and enforcement of regulatory requirements and Certified Business Enterprise (CBE) contracting activities. Atmos managed Davis Bacon and Related Acts (DBRA) compliance, including certified payroll oversight, as well as oversight of HUD Section 3 requirements and specific mandates, included achieving 30% Section 3 new hires and ensuring 35% CBE participation. Atmos also enforced the Department of Employment Services (DOES) First Source Employment Law, including DC journey worker, apprentice, skilled laborer, and common laborer hours, and a 3:01 apprenticeship ratios.
Through our diligence, we coordinated with the client to ensure genuine and proactive efforts were made in good faith to meet contractual obligations to DC government agencies.
