Children’s National Hospital (CNH) sought a local firm to operate as a member of a construction project delivery team serving primarily as the DSLBD/CBE compliance manager and consultant. The Atmos compliance team utilized their expertise and knowledge to support and guide the owner, architect and general contractor as necessary to ensure DSLBD/CBE compliance throughout.
Per the contract, Atmos implemented, monitored, and tracked DSLBD regulatory requirements, as well as provided consulting services for other impending District requirements as specified in the construction contract. These requirements included 35% CBE participation, Davis Bacon and Related Acts (DBRA), First Source Law, and DC Apprenticeship Rules and Regulation.
In addition, to their specific contract, Atmos supported CNH subconsultants by conducting market research activities for solutions and provide advisement on the abovementioned requirements. The project team discussed implementing a procedure known as the Green Badging process, a process designed to ensure patient and staff health and safety. In response, Atmos conducted in-depth research and analysis of the construction labor pool in the Washington Metropolitan area, highlighting significant disparities as they relate to the process’s stringent requirements. Upon review of Atmos’s report, the executive team concluded that the Green Badging process would not be viable due to the significant challenges it would present to contractor employees. The team acknowledged the importance of safety and decided the general contractor would develop a suitable badging process to screen employees.
