The John Eaton Elementary School Modernization project, located in Ward 3 of the District of Columbia (DC), was performed for the DC Department of General Services (DGS) and DC Public Schools (DCPS). The project scope included renovating two existing buildings and demolishing two structures to make way for a new 45,000 sq ft, three-level building with a new gymnasium, library, and cafeteria.
Atmos was subcontracted by GCS|SIGAL & Grunley Construction JV to provide DC agency compliance management and training for over 100 subcontractors during the course of the project. The Atmos Compliance Team ensured all contractual requirements were met at the project level and subcontractor level, keeping in strict compliance with the Department of Small and Local Business Development (DSLBD), Department of Employment Services (DOES), and DC Office of Apprenticeship Information and Training (OAIT) regulations.
Atmos engaged with clients at project inception, to ensure their awareness of the project’s applicable regulatory compliance requirements. Atmos carefully analyzed each subcontractor/sub consultant’s contract to identify individual applicable regulations and monitored compliance throughout the project.
Atmos successfully led the project to compliance with First Source Law, and monitored workforce statistics using the LCP monitoring system. Monthly notices and compliance meetings were held to address any issues promptly.
For the OAlT requirements, Atmos tracked and ensured 35% of work hours were by DC apprentices, and that subcontractors maintained the appropriate journeyman to apprentice ratios. Atmos served as a liaison with OAIT to ensure transparency and timely response regarding concerns.
Our Team not only ensured compliance but also fostered strong relationships with local businesses, laborers, and regulatory bodies, creating a framework for sustainable, ethical, and compliant business practices.
